Safe access in port for visitors
and contractors.
General Instructions. The access to port is allowed only in case an authorization
was required and granted by the company Porto Petroli di Genova S.a.s. and by the
Harbour Office according to the 303/97 Ruling.
The access to visitors is granted only if they are accompained by Porto Petroli's
staff. Any operations in the areas reseved for trade activities can take place only
after the issue of a work permit.
Inside Porto Petroli it is forbidden to smoke or to use free flames.
For what is not specifically quoted in the present folder, please refer to the specific
corporate procedures and to the laws in force.
How to behave in case of:
A rapid activation of the emergency device is essential to minimize the consequences
of an accident, therefore:
EMERGENCIES:

The signalling occurs by ship's
siren and/or internl siren, and a red light at the wharf root. The sound characteristcs
of the ship's alert are a prolonged signal with 5 seconds intervals, while the internal
siren consists in a permanent acoustic signal.
The general emergency signalling
is a one minute-prolonged acoustic signal alternated by a 10 seconds period of silence
which is repeated for 3 times.
The signalling of a general emergency
period ending consists in a continuous acoustic signal lasting for 2 minutes.
All people who are not engaged in intervention operations must:
-
keep one's cool;
-
suspend all works in progress and secure the equipments;
-
immediately clear the roads in order to allow the free circulation of emergency
vehicles;
-
stop any vehicle or other means of transport, and to park them without obstructing
the carriageway, far away from any hydrants and other anti-fire equipments. The
engine must be switched off, and the keys must be let in the dashboard (for all
vehicles being inside the operational areas).

Reach the gathering point (please see the planimetry) and follow the proper directional
marks along the roads and walking into the appropriate pedestrian walkway;
-
Stay at the gathering point and wait for a person in charge by Porto Petroli who
will give you further instructions and the eventual evacuation order;
-
Avoid the use of any telephone until the all clear is given;
-
Avoid to move any private vehicles until the all clear is given.
Please walk following the indicated pedestrian walkway and where there is no indication,
walk always keeping yourselves on the right side of roads and squares.
Accident-prevention shoes are not required along the pedestrian walkway.
Helmets are not required along the pedestrian walkway between the porter's lodge
and the root wharf.
All vehicles must
-
respect the indicated speed limit (20 Km/h)

use flash hiders on exhaust pipes
-
avoid to stand near hydrants and any other anti-fire equipments
-
avoid to stand near gully gratings or manholes
-
minimize the parking time
-
let the car-door open in case of parking and the keys in the dashboard

respect the Highway code

Essere be in good repair and be serviced.
The introduction and the use of
any equipments and/or tools is bound to the issue of work permits.
No radio transmitters and non intrinsic safety mobile phones are admitted.
It is necessary to always wear the individual protection equipment
according to the law, which is adequate to the risks and to the specific activity
which is to be performed (i.e. Helmet, protection glasses, working gauntlets, accident-prevention
shoes, anti-noise devices and whatever else can be prescribed depending on cases).
Marine Terminal Regulations of the Genova/Multedo Oil Terminal

a) The provisions of these Regulations shall apply to all
the operations of loading and unloading of oil and chemical products in general,
as well as to all those activities that take place in the Oil Terminal of Genova/
Multedo and in all its connected operational sectors, service facilities and areas
granted in concession to the company Porto Petroli di Genova S.p.A., including external
terminals (mono-buoy and platform) and the “booster zones” granted in concession
to PRAOIL, IPLOM and SIGEMI.
b) To all matters not covered by these Regulations, the following rules shall apply:
“International Safety Guide for Oil Tankers and Terminals” (I.S.G.O.T.T.) published
jointly by the “International Chamber of Shipping” (ICS), by the “Oil Companies
International Marine Forum” and by the “International Association of Ports and Harbours”
(IAPH), enclosed with the original copy of this Decree.
c) The following persons shall be responsible for the enforcement of these rules
and for safety in general: - within the Porto Petroli di Genova S.p.A. area, the
person in charge appointed by the latter company; - in the “booster zones” the persons
in charge, appointed by the concession-holders; - on board the ships, the Masters
and the officers in charge or the officer on watch.
d)d) The Technical Department of the Harbour Office is responsible for supervising
the enforcement of these regulations.
e) The Harbour Office reserves the right to issue special orders when the operations
are particularly dangerous or when safety requirements make them necessary.
f) Porto Petroli di Genova S.p.A. shall deliver a copy of these Regulations to the
Shipmasters as soon as the mooring operations are completed and, in any case, before
the beginning of commercial operations. At the same time, the Masters shall issue
a receipt with a declaration that all the precautionary measures prescribed therein
have been taken (Attachment 1).
In the Oil Terminal area, including the monobuoy and the platform, the “booster
zones” and the moored ships, the following is forbidden:
a) Lighting any kind of fires, except those required by the boiler and those necessary
for on-board and on-shore service facilities, including the galleys, which shall
be located in suitable rooms protected from gas exhalation and far from the loading
and unloading pipelines.
b) Using instruments, equipment and tools unless they are made of spark-proof materials,
except in the authorised area.
c) Smoking, except in closed premises, expressly reserved for this purpose in their
respective area of responsibility by Porto Petroli di Genova S.p.A., by the persons
in charge of the storehouses and by the Masters. It is forbidden to throw lighted
matches or cigarette butts into the sea.
d) Using electric stoves, ventilators and other appliances that could produce sparks
on deck or in those areas where the formation and presence of gas is possible.
e) Using portable torches, aerial electric cables or telephones that are not explosionproof.
f) Keeping portholes open in rooms located near the tanks.
g) Keeping tank hatch-covers open. The tank lightening lids, the P.V. valves, the
funnel and any combustion gas discharges shall be protected by fireproof mesh screens.
h) Moving metal tools, handling winches, loading or unloading materials on deck
while operations for measurements and sampling of the cargo tanks are taking place
(the connecting and disconnecting of portable pipes and of transfer hoses can be
done during measurement and sampling operations only on those ships carrying products
belonging to the “C” category, fuel oil, etc.).
i) Carrying out loading and unloading operations during thunderstorms with lightning.
j) Running cargo pumps with the valves closed.
a) It is forbidden to introduce the following into the Oil Terminal area, the “booster
zones”, the platform and the mono-buoy:
- flammable materials and goods (except for the oil and chemical products of the
tanker cargo);
- weapons, ammunition, rockets, fireworks and any kind of explosive;
- naked flame sources such as matches, lighters and any kind of instrument that
may produce sparks;
- radioactive materials;
b) Loading on board of materials and goods belonging to the above-mentioned categories
shall be notified, through Porto Petroli di Genova S.p.A., to the Harbour Office,
which shall authorise them beforehand.
a) Within the area of the Oil Terminal, except for the reserved area, as stated
in the last item of this article, the “booster zones” and on board the ships, it
is forbidden to carry out works involving the use of naked flame and with equipment
that may produce sparks. b) Any time Porto Petroli di Genova S.p.A. and/or a concession-holder
of the “booster zones” need to carry out works involving the use of naked flame,
they shall previously inform the Harbour Office, which shall issue an authorisation
by filling in the form provided in Attachment 2.
The observance of these rules does not exempt the company that carries out hot works
from its liability for possible damage to people or property that may occur while
such works are being carried out.
c) Should any circumstance jeopardising safety occur, Porto Petroli di Genova S.p.A.
and the concession-holders of the “booster zones” shall stop the execution of the
works, even if they had been previously authorised by the Harbour Office, which
shall be immediately informed thereof.
d) Works on board the ships involving the use of naked flame can be authorised in
exceptional cases by the Harbour Office, after consulting the Port Chemical Advisor.
e) The Harbour Office, after consulting Porto Petroli di Genova S.p.A., will indicate
the onshore areas within the Oil Terminal where works involving the use of naked
flame can be carried out without obtaining the abovementioned authorisation.
a) In order to enter, to pass through and to leave the Oil Terminal, ships over
500 GRT shall ask for Pilot assistance, with the exception of those ships that can
have VHF pilotage.
b) Ships with 46 feet max. draft can enter and exit the Oil Terminal only during
daytime hours (from sunrise to sunset), if weather and sea conditions are favourable.
c) During night-time hours (from sunset to sunrise), if visibility and weather and
sea conditions are favourable, and in compliance with the drafts specified in item
b), the following operations are allowed: 1. Entrance of ships not exceeding 1,600
GRT that are carrying or have carried flammable products with a flash point not
exceeding 60°C; 2. Entrance of ships not exceeding 12,000 GRT that have carried
or are carrying fuels with a flash point over 60°C, or that are empty but have carried
flammable products (with flash point under 60°C), provided that the cargo tanks
are inerted, if the ship has a double hull, or are declared gas-free by the Master;
the latter condition shall have to be ascertained by the Port Chemical Advisor before
mooring operations begin; 3. Departure of ships up to 35,000 GRT.
d) Before approaching the channel leading into the harbour or the Oil Terminal harbour
waters, all ships shall make sure that there are no other manoeuvring ships in the
harbour: To this end, they shall contact Porto Petroli di Genova S.p.A. and the
Port Pilots, who will suggest the route to be followed and inform the Harbour Office
at the same time. Ships and pleasure craft entering or departing from the marina
of Sestri Ponente and sailing through the area in front of the Oil Terminal, must
comply with the provisions of Decree 318/2001 art.7 (see Attachment 19). Regulation
of possible interferences between air and sea traffic according to the provisions
of Decree no. 318/2001 (see Attachment 19).
a) The access and the movements of people and vehicles within the state maritime
area granted in concession to Porto Petroli di Genova S.p.A., including the access
area outside the customs gates, shall comply with the appropriate Decrees currently
in force (Decree no. 303/97-29/2001).
b) The maximum allowed speed for vehicles is 20 km/hour.
c) Vehicles with an internal combustion engine shall be equipped with adequate flamescreens
on their exhaust pipes. They shall be of the double-chamber type or doublescreen
type with mesh size not exceeding 9 mm2, overlapping and crossed-over.
Art. 7 Fire-fighting service in the Oil Terminal area
a) Porto Petroli di Genova S.p.A. shall draft an “Emergency Plan” concerning the
area granted in concession, with a description of all fire-fighting equipment, instructions
for its use and the tasks of the fire-fighting personnel in charge of using it.
Furthermore, the company shall organise a fire-fighting service either staffed by
its own employees (within a system of self-supply of supplementary fire-fighting
services) or organised by specialised companies, duly authorised to provide supplementary
firefighting services in the Port of Genoa according to the provisions of Chapter
3 of the Safety and Maritime Services Regulations of the Port of Genoa, approved
with Decree No. 3 dated 10/01/2003 issued by the Genoa Harbour Office (Decree 61/2001
dated 11/4/01). The staff in charge of on-shore “fire watch”, either belonging to
the company staff or to a supplementary fire-fighting service, shall be employed
as follows: - a five-member emergency squad of “fire watchmen” on full-time duty;
-a “fire watchman” on every jetty only if there are ships moored at the jetty.
b) The concession-holders of the “booster
zones” shall be responsible, within their
areas, for the enforcement of fire-fighting
and safety regulations and shall organise
the emergency service in their own local
area, in agreement with the one mentioned
in the “Emergency Plan” with the approval
of the Harbour Office and after consulting
the Provincial Headquarters of the Fire
Brigade. In each “booster zone” the
concession-holders shall organize a full-time
fire watch service, carried out 24 hours a
day by authorized “fire watchmen” or
through a system of self-supply of firefighting
services; in the latter case all
members of the fire watch shall be trained
and enrolled in the register kept by the
Genoa Harbour Office, in compliance with
the provisions of Article 2.2 of the
“Regulations for providing supplementary
fire-fighting services in the Port of Genoa”,
approved by Decree no. 61 dated 11 April
2001 issued by the Genoa Harbour Office.
c) The “Emergency Plan” drafted by Porto Petroli di Genova S.p.A. and by the concession-holders
of the “booster zones” form an integral part of the “Emergency Plan” drafted and
approved by the relevant Authorities.
d) Within the framework of the abovementioned “Emergency Plan” and in order to allow
direct communication, the booster stations, the jetties, the fire-fighting stations
and the Harbour Office shall all be connected with the telephone exchange of Porto
Petroli di Genova S.p.A. by an internal telephone system.
e) Porto Petroli di Genova S.p.A. shall post up the drawings of the fire-fighting
system and information about the position of the firefighting equipment at appropriate
locations set by the Harbour Office.
f) Communications with the ships shall take place using portable VHF devices tuned
on channel 10.
g) Porto Petroli di Genova S.p.A. and the concession-holders of the “booster zones”
shall monitor the efficiency of their own fire-fighting equipment and installations
and the training of the fire-fighting staff.
a) For the manoeuvring of oil tankers, the technical and maritime assistance services
of the Port of Genoa shall be used, complying with the relevant regulations, and
with guarantee of a full-time service in the Multedo- Voltri harbour waters of at
least 2 tugs, 1 pilot boat, 2 pilots, 2 mooring boats and 6 persons in charge of
mooring operations.
b) In order to guarantee the safety of the oil tankers when they are moored at the
Oil Terminal, one tug, equipped with pumps having an overall flow-rate of 1,200
tons/hour capable of feeding at least two water nozzles and several fire-hoses,
shall be on full-time duty. This tug shall not be one of the manoeuvring tugs, and
if it belongs to the concession-holder of the mooring service it can be used for
manoeuvres only in the internal area of the Oil Terminal. Moreover, two boats shall
guarantee a fulltime service between the quays and the offshore reception installations.
c) The tug mentioned under item b) shall be equipped with pipes and hoses and with
suitable equipment for delivering foam, at an output capacity of 12/13 m3/min and
with a jet range of 60 meters. It shall also be provided with tanks with a capacity
of about 5,000 litres of dispersing liquid, of a type approved by the Ministry of
Transport and Navigation and with suitable delivery equipment.
a) At least once a month fire drills shall take place, involving personnel from
the Fire Brigade, from any supplementary firefighting service, from Porto Petroli
di Genova S.p.A. and from the concessionholders of the “booster zones”, under the
supervision and control of the Fire Brigade itself and of the Harbour Office.
b) These fire drills are aimed at checking the staff’s training level and the efficiency
of the fire-fighting equipment.
c) Every two weeks Porto Petroli di Genova S.p.A. shall carry out technical tests
of the fire-fighting installations, so that all of them shall undergo at least one
test once every three months.
a) Anyone who directly or indirectly discovers damage to or failure of pipelines,
joints or flanges, a product leak, a breakdown or faulty running of instruments
involving the safety of the equipment or any other problems and dangerous situations,
shall immediately inform the person in charge of the Operational Department (R.T.)
of Porto Petroli di Genova S.p.A. b) This obligation also involves the Master and
the ship’s crew, who shall immediately inform Porto Petroli di Genova S.p.A. of
any circumstance that might interfere with or jeopardise regular loading and unloading
operations or that, irrespective of such operations, might be dangerous for the
safety of the ships and of the port installations.
c) If the problems described in the above items might involve the risk of sea-water
pollution, the provisions of Article 12 of these Regulations shall also apply.
d) People who notice a fire breaking out shall immediately raise an alarm and try
to put the fire out using all suitable fire-fighting equipment at their disposal.
e) The alarm shall be forwarded to the person in charge of the Operational Department
(R.T.) of Porto Petroli di Genova S.p.A. by any available means (alarm button, telephone,
etc.) ensuring the fastest possible transmission of the alarm.
f) In case of fire, explosion or any other emergency situation on board, the ship
in danger shall raise the alarm by the uninterrupted sounding of any available device.
a) In case of fire alarm, explosion or any other accident, both on board and onshore,
operations shall be carried out according to the provisions of the Emergency Plan
mentioned in Article 7.
b) Under their own responsibility, the Masters of the vessels berthed at the Oil
Terminal shall immediately adopt the appropriate firefighting and safety measures
in order to protect the ship and the crew against any possible danger.
c) Under these circumstances, the Shipmasters shall immediately order to stop any
loading and unloading operations and shut off the flow of product by closing the
ship’s valves, promptly informing Porto Petroli di Genova S.p.A. and the other persons
involved. d) The staff on duty in the Oil Terminal area shall reach their assigned
positions and follow the instructions of the “Emergency Plan”.
e) Under their own responsibility, at the moment of the alarm, the concessionholders
of the “booster zones” that are carrying out loading or unloading operations of
the ships berthed at the jetties shall immediately order to stop or operate their
respective cargo loading or unloading systems and shut-off valves and adopt all
appropriate fire-fighting and safety measures.
f) Porto Petroli di Genova S.p.A. shall act on its own installations in order to
avoid any kind of imminent danger. It shall immediately disconnect the loading arms
from the ships’ manifolds and adopt all appropriate firefighting and safety measures
in its own sector.
g) In an emergency, all personnel not directly involved in the first-aid operations
shall leave the Oil Terminal in an orderly way and reach the gathering points listed
in the above-mentioned Emergency Plan (see Article 7).
All operations involving a flow
of oil products or any other liquid in the pipelines granted in concession to Porto
Petroli di Genova S.p.A. are subject to the company’s authorisation, even if they
do not involve the loading and unloading of tankers. The company shall be constantly
informed of any failure, interruption, accident, inefficiency and, finally, of the
end of operations.
a) Within the Oil Terminal area and the external terminal areas (mono-buoy and platform)
it is forbidden: - to pump ballast water, bilge water or any other liquid that may
contain oil residues into the sea; - to release any oil products into the sea through
sea chests, to cause leaks or spills from pipes or from overboard discharge valves,
to cause product overflowing from the cargo tanks. Any leaks on deck shall be collected
into suitable containers and poured into the tank or unloaded. All the ship scuppers
shall be effectively plugged during ballasting, loading and unloading, and bunker
operations. Offenders will be punished pursuant to law no. 979 dated 31.12.1982.
b) The Harbour Office shall be immediately informed of any release of polluting
products and shall start the necessary inquiries.
c) Porto Petroli di Genova S.p.A. shall clean the waters surrounding the jetties
and quays it holds in concession on a regular basis according to the orders issued
by the Harbour Office.
d) Porto Petroli di Genova S.p.A. shall organise a pollution prevention and remediation
service in connection with its terminals for the reception of oil and chemical products,
in order to be able to step in promptly and to effectively limit and clean up any
polluted areas, without prejudice for its right to compensation against the responsible
party. To this end, Porto Petroli di Genova S.p.A. can either employ its own staff
and equipment or hire one or more duly authorised companies specialised in marine
pollution prevention and remediation in the Genoa Maritime Department.
e) Personnel employed in these operations shall be specially trained, and such training
shall be certified by the relevant Authority. Maritime craft, equipment and products
to be used in the above-mentioned emergencies shall be deemed suitable and sufficient
by the Harbour Office through a specific certificate, after consulting the authorities
concerned.
a) The assignment of berths and the order of approach of the tankers arriving at
the Oil Terminal in Genova/Multedo, including offshore mooring (mono-buoy and platform)
shall be established by the Harbour Office pursuant to the provisions of its own
Decree no. 32/2001 dated 8 March 2001, following the suggestions of Porto Petroli
di Genova S.p.A.
b) Anchorage in the roads while waiting for berthing space for tankers carrying
hydrocarbons or dangerous and/or hazardous chemical products shall also be subject
to the orders of the Harbour Office pursuant to the provisions of the Safety and
Maritime Services Regulations of the Port of Genoa, approved with Decree No. 3 dated
10/01/ 2003 (article 62).
c) Only ships, boats and craft authorised by the Genoa Harbour Office pursuant to
item a) above, and those whose berthing is covered by these Regulations, can berth
at the quays, jetties and off-shore mooring facilities of Porto Petroli di Genova
S.p.A.
a) Only ropes made of suitable vegetable or synthetic fibres shall be used for mooring
at the jetties. Only the ships equipped with suitable self-tensioning winches are
allowed to use wires with a synthetic-fibre sternfast, if they are locked on the
brake.
b) The use of anchors is forbidden at the Oil Terminal as well as at the mono-buoy
and platform. Only in an emergency the Master may order their use, immediately informing
the Harbour Office. The ships berthed at the jetties, at the mono-buoy and at the
platform shall keep their anchors locked and rigged in the hawse-pipe.
c) The ship shall be able to start manoeuvring and shall have a sufficient crew
at her disposal to allow her to promptly leave the berthing place at all times in
case of emergency and/or if ordered to do so by the Harbour Office.
d) All on board fire-fighting equipment and the necessary crew members shall be
ready for immediate deployment at all times.
e) Two steel-wire towing ropes of adequate length and diameter shall be correctly
made fast at the bow and aft bollards and shall hang down through the fairleads,
sea-side, should it be necessary to tow the ship in case of emergency. The lower
ends of the ropes shall be kept at one meter from the water level.
f) The whole deck area, the forecastle, the stern awning deck, the ladder and the
manifold shall be provided with an adequate lighting system.
g) The means of access on board (accommodation ladders, gangways, pilot ladders)
shall be carefully rigged on board, they shall have the adequate length and shall
be clean and in proper working order to guarantee safe use, according to I.L.O.
regulations. The ships berthed at the jetties shall fit the accommodation ladder
on quayside and a pilot ladder on sea-side. The ships moored at the offshore installations
shall fit the accommodation ladder on one side and the pilot ladder on the other
side. h) During her stay in port, the ship shall keep an efficient deck watch in
attendance. A crew member shall always watch over the manifolds.
i) Unless the Harbour Office orders otherwise, during her stay in port the ship
shall have a trim by stern not exceeding 1.5% of the ship’s length. The average
draft shall never be less than the one corresponding to 30% of the summer DWT.
j) Throughout her stay in port, the ship’s radio transmitter aerials shall be earthed
and the equipment shall be switched off. Continuous listening on channel 10 with
immediate reply shall be guaranteed.
k) Unless authorised otherwise by the Harbour Office on a case-by-case basis, the
use of the radar is forbidden during the ship’s stay in port.
a) Based on the calculation of static resistance and of the complete fire-fighting
coverage, ships having the following characteristics can berth at the jetties and
quays of the Oil Terminal internal area:

In case of discrepancies between DWT and Length values, the lower value shall be
chosen.
b) In order to ensure sufficient manoeuvring space for the tugs inside the Oil Terminal,
the sum of the width of the two tankers that can be berthed in the same area shall
not exceed: - 75 m. between “Gamma” and “Delta” jetties; - 65 m. in all other cases.
c) For the arrival and/or departure of tankers exceeding 100,000 GRT and heading
to/ moving away from the “Delta West” jetty, no ships shall be berthed at the “Gamma
East”.
a) Tankers not exceeding 350,000 DWT and with a minimum length of 240 m are allowed
to berth at the platform, always with compulsory pilotage.
b) Tankers shall be equipped with a bow chain stopper with an SLW of 200 tons, capable
of housing a 76 mm. chain. They shall also be equipped with two towing lines, one
in operation and one as back-up, having a minimum length of 200 m. and a minimum
SLW of 50 tons. The emergency line shall be kept ready at the stern should the first
one break.
c) To allow berthing operations, the values of the following parameters shall not
be simultaneously exceeded:
for tankers up to 250,000 DWT
wave height 2.5 m.
wind-speed 55 km/h.
current speed 0.5 m/sec.
for tankers up to 350,000 DWT
wave height 2 m.
wind-speed 50 km/h.
current speed 0.5 m/sec.
Should the wave height value be close to
the limit, the following condition shall also be met:
wave period 4÷6 seconds.
d) Before allowing the tanker to approach the platform, Porto Petroli di Genova
S.p.A. shall check, through the monitoring system of the weather and sea conditions
installed on the platform, that the wave height, the wave period and the wind speed
fall within the above-mentioned limits.
e) Beyond these limits, Porto Petroli di Genova S.p.A. shall not allow mooring of
the ship and shall inform the Harbour Office.
a) If the values of the parameters
mentioned in the foregoing Article 17, item c) are exceeded while the ship is moored,
Porto Petroli di Genova S.p.A. shall order the hoses to be disconnected and the
unmooring of the ship and shall inform the Harbour Office.
b) The ship shall constantly employ a tug of adequate power, capable of keeping
her at a safe distance such as to avoid a collision against the platform.
c) The tension on the mooring line shall be constantly checked through the monitoring
system. Should the tension reach the value of 100 tons for ships up to 250,000 DWT
and 75 tons for ships up to 350,000 DWT, Porto Petroli di Genova S.p.A. shall order
the unmooring of the ship, and shall inform the Harbour Office.
a) Tankers not exceeding 415,000 DWT and with a minimum length
of 250 m. are allowed to berth at the mono-buoy, always with compulsory pilotage.
b) The following requirements shall be met simultaneously to allow mooring and stay
at the mono-buoy:
- max. wave height (up to 320,000 DWT):
4 m.
- max. wave height (up to 415,000 DWT):
3 m.
- max. wind speed: 55 km/h.
- max. superficial current: 0.6 m/sec.
Should the wave height be close to the limit, the following requirement shall also
be met:
- wave period: 6.5÷8 seconds.
c) Beyond these limits, Porto Petroli di Genova S.p.A. shall not allow mooring of
the ship and shall inform the Harbour Office. Should the ship be already moored,
Porto Petroli di Genova S.p.A. shall order the hoses to be disconnected and the
unmooring of the ship and shall inform the Harbour Office.
Before mooring at the mono-buoy,
Porto Petroli di Genova S.p.A. shall check the position of the signalling buoy of
the "pick up rope" and of the positioning buoy of the mooring line. In case of sea
conditions characterised by wave heights over 4 m. and after any quick unmooring,
a visual check of the mooring line shall be carried out by means of a remote-controlled
underwater camera.
a) During her stay at the mono-buoy
the ship shall constantly employ a tug of adequate power, capable of keeping her
at a safe distance from the mono-buoy structure.
b) Moreover, Porto Petroli di Genova S.p.A. shall constantly keep the tension of
the mooring line under control through a suitable monitoring system. Should such
tension reach the value of 150 tons it shall order the hoses to be disconnected
and the unmooring of the ship, and shall inform the Harbour Office.
c) As far as the inclination of the mooring arm is concerned, this angle shall be
constantly monitored. Should the monitoring system indicate an inclination of 50°,
operations to disconnect the hoses shall start. Should the monitoring system indicate
an inclination of 55°, the tanker shall be disconnected from the mooring line.
a) If the connections between onboard
and onshore pipelines are carried out by means of hoses with an internal metal connection
between the end flanges, they can take place only after the hull has been earthed
by means of an earthing cable and after the switch has been turned on.
b) The earthing cable shall be disconnected, after turning off the switch, only
after all operations have been completed and all the hoses have been disconnected.
c) On the other hand, no earthing of the hull shall be carried out if unloading
arms (provided with an insulating flange) are used or if at least one insulating
hose (without an internal metal connection between the end flanges) is used.
All flexible hoses used for loading and unloading of chemical
products shall be tested and checked before and during their use. To this purpose,
a form shall be filled for every hose, with the following data:
- identification numbers of the hoses;
- test certificate issued by the manufacturer before their use;
- date of first use;
- annual checks (pressure, elongation, internal continuity, etc.).
The flexible hoses installed at the mono-buoy or at the platform structure shall
undergo the checks and tests provided for and certified by the Italian Register
of Shipping (R.I.Na.) according to its accepted regulations.
a) During the ship’s stay at the Oil Terminal, the responsibility
for the safe execution of the loading and unloading operations lies with the Master,
who shall immediately inform Porto Petroli di Genova S.p.A. of any arising circumstance
that might jeopardise and/or alter the regular execution of these operations or
that, regardless of these operations, might otherwise jeopardise the safety of the
other ships in the harbour or of the port installations.
b) The officers and the crew who hold positions of responsibility in loading and
unloading operations of oil and chemical products and in the handling of the related
equipment shall hold a certificate of familiarisation training pursuant to Rule
V/I and V/II of the "International Convention on Standards of Training, Certification
and Watchkeeping for Seafarers, 1978 as amended in 1995" (STCW '78) (for Italian
ships, Ministry Decree 18/07/91). In addition to this certificate, Masters, chief
engineers, chief officers and first engineers, as well as all other persons having
a direct responsibility in loading and unloading operations and in the handling
of oil products, shall also hold a certificate of specialised training pursuant
to the same STCW '78 Rules (for Italian ships, Ministry Decree 18/07/91). Data referred
to each member of the crew shall be communicated upon arrival and recorded in Attachment
3.
c) Furthermore, during their stay at the Oil Terminal, ships with oil or chemical
cargoes having a flash-point lower than 60°C, even if they are equipped with inert
gas systems, shall have at least one "fire watchman" on board. For tankers carrying
only oil and chemical products with a flash-point over 60°C, even if they are equipped
with inert gas systems, the employment of a supplementary fire-fighting service
shall not be necessary, provided that the Master shall order a full-time fire watch
manned by specifically trained on-board personnel, to the satisfaction of the Maritime
Authority. d) Before beginning loading and/or unloading operations, all possible
pieces of information concerning the terminal, the ship and the cargo shall be exchanged
between the ship and the terminal (Attachment 4). Moreover, the Masters and the
Representative of Porto Petroli di Genova S.p.A. shall sign written agreements (Attachment
5) concerning the following:
1) Loading and Unloading Plan;
2) Crude Oil Washing Plan (C.O.W.), in any;
3) Ballasting Plan;
4) Planning of the ship/booster/terminal communication systems (Attachment 6).
e) Before beginning loading and unloading operations, the Master shall deliver to
the person in charge of the Operational Department (R.T.) of Porto Petroli di Genova
S.p.A., the Check List (Ship Shore Safety Check List – Attachment 8), duly filled
out and signed by the same Master. At the same time, the R.T. shall hand the Master
a copy of the letter shown in Attachment 7, which shall be signed by the terminal
representative and countersigned by the Master.
f) During operations, similar inspections shall be carried out to check that safety
conditions are being maintained. Should the R.T. establish that such safety conditions
no longer exist, he shall order to stop loading/ unloading operations and to unmoor
the ship, and shall inform the Harbour Office.
g) Loading and unloading operations shall begin as soon as the above-mentioned documents
are sent to the Harbour Office and shall be carried out in full compliance with
anti-pollution and safety rules.
h) The ship shall leave the mooring at the end of loading/unloading operations.
For exceptional reasons, and after consulting Porto Petroli S.p.A., the Harbour
Office may allow a longer stay, but only if general safety conditions can be guaranteed.
Should the moored vessel cease to carry out loading/unloading operations for the
maximum allowed time of six hours, the Harbour Office, after consulting Porto Petroli
S.p.A. and, where appropriate, the Port Chemical Advisor and the Technical Body,
shall evaluate the possibility of allowing the idle vessel a further stay or order
her immediate unmooring and departure from the harbour.
a) The tankers moored at the jetties,
at the platform or at the mono-buoy of the Oil Terminal shall not be allowed to
transfer their cargo directly to another ship.
b) This operation may be carried out either inside the Oil Terminal using Porto
Petroli di Genova S.p.A. equipment or in the roads, following the rules provided
for in Ministry Decree dated 3 May 1984 and following amendments and additions “Regulations
for the lightening of mineral oils, refrigerated gases, gases dissolved under pressure,
and gas mixtures”.
a) The soundings and samplings of the cargo, on ships provided
with Inert Gas Systems, shall be carried out by means of a locked sounding system
pursuant to Rule 60 subsection 7 Chapter II/2 of SOLAS 74. Ships with a gross tonnage
over 10,000 tons, with a cargo of products with a flashpoint not exceeding 60°C,
and which are not provided with the above-mentioned equipment, shall carry out sounding
and sampling of the cargo in the roads before entering or after leaving the port.
b) Possible waivers to the provisions stated in item a) may be granted by the Harbour
Office if sea and weather conditions are particularly unfavourable in the roads
or for other well-founded reasons.
c) Sounding and sampling operations in the cargo tanks shall be performed in the
presence of an officer appointed by the Ship-master, who shall have the responsibility
and the direction of the works. Operations shall be carried out by specialised personnel
employed by authorised companies as per Article 28 below, by observing the following
rules:
- Before entering the port the inert gas pressure in the tank shall be reduced;
- Operations shall be carried out in one tank at a time, shutting it off from the
other tanks;
- The time during which the tank lid remains open shall be reduced to a minimum;
- All metal elements of the instruments and equipment used for sounding and sampling
shall be connected to each other and to the ship’s hull, so that the electric continuity
is guaranteed;
- The lines used to lower instruments and equipment into the tank shall be made
of natural fibres
- Samples shall be carried inside containers complying with regulations laid down
in Ministry Decree 31.7.1934;
- If the tanker is carrying or has carried products with a flash-point not exceeding
60°C, during sounding and sampling operations performed at reduced inert gas pressure,
no loading, unloading, ballasting or bunker operations shall be carried out. The
approach of barges or of any other kind of craft along the broadside of the ship
shall be forbidden, while the connecting and disconnecting of the unloading arms
to the onboard pipes is allowed;
- Loading, unloading, ballasting and bunker operations shall be allowed to begin
only after normal pressure of the inert gas has been restored and after the proper
running of the installations has been checked.
d) Should it be impossible to meet the requirements listed in item c), loading and
unloading operations shall be stopped and the Harbour Office and Porto Petroli di
Genova S.p.A. shall be informed immediately.
e) With regard to the soundings to be carried out at the end of loading and unloading
operations, the same precautions and measures shall be adopted.
a) Automatic samplers, pressure,
temperature and flow-rate recorders and any other instrument to be installed on
unloading arms, pipes, etc. shall be tested at a pressure 1.5 times higher than
the operating pressure of the same unloading arms, pipes, etc.
b) Only engineers enrolled in the official register of professional engineers or
authorised agencies shall be allowed to carry tests on these instruments. These
tests shall take place every two years and the test certificates shall be filed
with the Genoa Harbour Office - Oil Terminal Branch.
c) The companies/firms that carry out samplings shall use only tested instruments
and notify their part numbers each time they intend to use them.
The companies that intend to carry
out soundings and samplings of the cargo of tankers moored in the roads or at the
internal or external berthing facilities belonging to Porto Petroli di Genova S.p.A.
shall file a declaration of the beginning of operations and a declaration stating
compliance with regulations as per Article 19 of Law no. 241 dated 7 August 1990
with the Technical Department of the Harbour Office. The above-mentioned declaration
shall be accompanied with a list of the staff in charge of the execution of the
soundings and samplings and by a declaration issued by the company, stating that
said staff has been trained in the safe handling of flammable products and that
they have at least a one-year experience in this field.
a) Ballasting operations shall be carried out in such a way
as to avoid or at least reduce as far as possible the discharge of vapours into
the air, by adopting the following measures:
- filling only tanks reserved for “permanent ballast”;
- carrying out ballasting and unloading operations at the same time.
b) The impossibility to adopt the abovementioned measures shall be reported to the
Technical Department of the Harbour Office, together with the planned alternative
procedure.
Before any person, whether a member
of the crew or not, can enter inside closed premises (cargo, ballast, fuel, water,
lubricating oil, slop, waste material and waste water tanks, cofferdams, double
bottoms, etc.) the Master of the tanker shall issue a communication (see Attachment
9). The air test as per item 1, Attachment 9 shall be carried out by the Port Chemical
Advisor.
a) In case of wind storms, heavy backwash or general unfavourable weather and sea
conditions, loading and unloading operations shall be stopped and the ship-to-shore
hoses shall be disconnected.
b) In case of thunderstorms with electric lightning close to the terminal, the Master
shall order the immediate suspension of loading, unloading, ballasting, bunker,
tank washing, sounding and sampling operations, informing at the same time the Harbour
Office and Porto Petroli di Genova S.p.A. In particular, all tanks lids, cofferdams,
inspection ports, sounding caps and ventilation systems, including bypasses installed
on tank ventilation systems, shall be kept closed.
c) If the nature of the product is such that, in case of an interruption of operations,
the product may remain stuck inside the shiptoshore hoses, the Harbour Office, in
agreement with the involved booster-zone concession-holders, may examine the possibility
to allow operations to continue, with all precautions it shall decide to adopt.
d) It is allowed to continue product transfer and re-circulation operations, inside
closed systems, through shore lines interconnecting the systems of the booster-zones
concessionholders and inside the systems themselves.
e) Resumption of operations, if stopped for the above-mentioned reasons, shall be
authorised by the Harbour Office, which shall verify that safety conditions have
been restored, also based on the cargo and ship type, after consulting Porto Petroli
di Genova S.p.A.
a) On-board supplies, equipment
and spare parts shall be embarked at the stern.
b) If these operations have to take place close to the tanks, all safety precautions
shall be adopted in order to avoid friction on deck and sparks.
a) Advance notice shall be given to the Harbour Office of
bunker operations to ships that operate at the jetties, platform and mono-buoy of
the Oil Terminal.
b) The above-mentioned notice shall be given as soon as possible and in writing
by the supplier who, in case of emergency, may send it via fax.
c) The notice shall include the following:
- name of the barge;
- quality and quantity of the product;
- name of the ship it is bound to;
- foreseen length of the operation.
d) Barges used to supply tankers with liquid fuel shall be duly qualified to carry
on this service. Throughout the unloading, an operator shall be stationed next to
the connector, ready to perform a quick disconnection, if necessary. Barges shall
always be in a condition to depart with their own means in case of emergency.
e) Barges that come alongside tankers shall be protected by a sufficient number
of suitable fenders to avoid contact between the hulls and shall be equipped with
prescribed spark-protection screens placed at all boiler and/or all engine exhaust
pipes.
f) Refuelling operations shall be done without interruption during the day, at night
and on holidays.
g) While the barge is coming and staying alongside the tanker, no loading/unloading
of products with a flash-point lower than 60°C or ballasting of tanks that had contained
the aforesaid products and tank C.O.W. shall be carried out. The Harbour Office
may authorise waivers to this rule only during discharge operations.
h) Measuring and sampling operations of tanks containing products with a flash-point
not exceeding 60°C shall not be allowed.
i) During refuelling, onboard and onshore firefighting means shall be ready for
immediate deployment.
j) During these operations barges shall constantly stay tuned to VHF channel 10.
k) Porto Petroli di Genova S.p.A. shall record the following on an appropriate register:
start and end time of refuelling operations, any periods of suspension, quality
and quantity of the product supplied, name of the barge and of the tanker, any delays,
problems and accidents that happened during the refuelling.
Ships and crafts in general that come alongside the tankers to embark or disembark
people or supplies or equipment or for any other reason, shall be equipped with
spark-protection screens at engine exhaust pipes and protected by a sufficient number
of suitable fenders in order to avoid direct contact between the hulls.
a) All ships berthing at the jetties and off-shore installations
of Porto Petroli di Genova S.p.A. and that are required to be equipped with an Inert
Gas System according to Rules 55 and 60 of Chapter 14/2 of SOLAS ’74 and following
amendments and additions, and all ships that are equipped with such a system even
if they are not required to have one, shall keep it in good running order if they
carry crude oil or oil products or chemicals with a flash point not exceeding 60°C
(closed tank) and RVP tension lower than the atmospheric pressure.
b) Tankers equipped with an Inert Gas System, even if they carry oil products with
a flash point exceeding 60°C (closed tank) and RVP tension lower than the atmospheric
pressure, shall keep their tanks in conditions of inertisation.
c) Inert gas systems as mentioned in item a) shall be designed and built and shall
operate according to Rule 62 Chapter II/2 of SOLAS ’74 updated with the following
IMO Resolutions applicable to specific cases:
-A 418 (XI): oil tankers
-A 567 (XIV): chemical carriers
-A 473 (XII): chemical carriers transporting
oil products
d) The certification stating compliance of the Inert Gas System with the above-mentioned
Rules is given by a valid “Safety certificate for cargo ship equipment” issued by
the relevant authorities of the flag State.
e) The ship shall also be in possession of an “Inert Gas System Instruction Manual”
pursuant to SOLAS, Section Five, Chapter II/2 - Prevention, Detection and Extinguishing
of Fires - Part D - Fire Protection measure applicable to Ships - Rule 62 (E89).
The system shall be run in strict compliance with said Manual.
a) If a failure puts the Inert Gas System in conditions of
not being capable to provide the required quality and quantity of inert gas or not
maintaining a positive pressure in cargo tanks and in slops tanks, the Master of
a moored tanker shall take immediate measures to prevent air from entering inside
the tanks and, at the same time, he shall inform the Harbour Office and Porto Petroli
di Genova S.p.A.
b) Cargo and/or ballast discharge operations shall be stopped, the deck insulating
valve shall be closed and the valve between the latter and the pressure-control
valve shall be opened to allow the discharge of the gas into the air. No object
or sounding equipment or other equipment shall be introduced into the tanks.
c) Immediate measures shall be adopted to repair the failure. Repair works on Inert
Gas Systems when a ship is moored at a jetty of the Oil Terminal or at one of the
offshore installations shall be allowed - subject to an authorisation issued by
the Technical Department of the Harbour Office - on condition that:
- such works be of a small extent;
- the works be “cold” works;
- as a rule, the works involve a stoppage not exceeding 8 hours;
- Porto Petroli di Genova S.p.A. does not
deem it absolutely necessary to free the berthing space for operational/commercial
reasons that cannot be deferred. The Master who wants to carry out repairs of the
Inert Gas System on a ship moored at one of the jetties or at one of the off-shore
installations of the Oil Terminal shall have to file an application with the Technical
Department of the Harbour Office, filling out a form according to the facsimile
provided in Attachment 10. The Technical Department of the Harbour Office shall
reach a decision with regard to the abovementioned application, if necessary after
consulting the Port Chemical Advisor, the Italian Registry of Shipping (R.I.Na.)
and the flag-State Register.
d) Should it be impossible to restore the efficiency of the Inert Gas System quickly
or should repair works be necessary that cannot be carried out at the mooring, the
Harbour Office shall order the ship to leave the Oil Terminal. The ship shall be
readmitted inside the harbour only after having completed all repair works on the
Inert Gas System and having restored the inertisation conditions of the cargo tanks
with regard to inert gas quality, quantity and pressure.
e) Should it be impossible to repair the failure of the Inert Gas System, the Master
may request to continue discharge operations by sending an application (Attachment
11) specifying - also based on the contents of the “Inert Gas System Instruction
Manual” - which precautions he intends to adopt to carry out unloading operations
in safe conditions. The Technical Department of the Harbour Office, after consulting
R.I.Na. and the Port Chemical Advisor and after hearing the opinion of Porto Petroli
di Genova S.p.A, with regard to operational/commercial matters, shall make the necessary
decisions concerning the above-mentioned application (Attachment 11). Failure to
restore the Inert Gas System rules out the possibility and may involve annulment
of the authorisation to carry out C.O.W. during unloading.
f) If, within one hour from the suspension of loading and unloading operations,
the Master does not request:
- the authorisation to carry out works to restore the efficiency of the Inert Gas
System;
or
- the authorisation to complete unloading operations adopting special precautions;
or
- the Harbour Office does not grant the requested authorisation the oil-tanker shall
leave the mooring and move in the roads.
a) Washing of the cargo tanks of oil tankers with the same
crude oil they are transporting (C.O.W), during discharge operations, except for
the cases indicated in item b) below, is compulsory in compliance with the requirements
of the MARPOL Convention 73/78 - Annex 1 - Rule 13 (3) and of item c) of this Article.
b) Tanks cannot be washed with the types of crude oil defined as unsuitable by the
C.O.W. Operations Manual of the ship and those having the characteristics indicated
by IMO Resolution A.446(XI) - Part II - Section 9. In these circumstances the Master
shall previously inform the local branch office of the Harbour Office through the
Ship Agent.
c) C.O.W. operations shall be carried out in compliance with the provisions of the
C.O.W. Operations Manual. At the jetty and at the off-shore moorings of the Oil
Terminal neither washing with water after C.O.W. nor venting operations, although
they may be included in the C.O.W. Operations Manual, are allowed.
Without prejudice to the provisions of item
b), all tankers shall wash at least those cargo tanks, identified by the C.O.W.
Operations Manual, where ballast water will have to be introduced in case of adverse
weather and sea conditions (MARPOL - Annex I - Rule 13 B.4). All C.O.W. operations
shall be completed before the ship’s departure.
d) In order to prevent the formation of static charges, before using the product
contained in the tanks that are going to supply crude oil for washing, the quantity
of water inside them shall be checked as described in Article 26. This check is
not necessary if it has already been carried out upon the ship’s arrival within
the framework of commercial measurements and checks. Should the presence of water
inside the cargo tanks be detected, before the start of C.O.W. operations, the same
tanks must be emptied of all water plus one meter of product. Tanks used to store
residues (slop tanks) that may have held ballast water during the previous voyage,
must be completely emptied and filled with crude (water-free) oil, if they are to
be used to supply crude oil for washing.
e) The oil tankers that must carry out Crude Oil Washing (C.O.W.) of the cargo tanks
shall meet the following requirements:
1. They shall be equipped with a fixed Inert Gas System as per Article 35 above;
2. Said system shall be capable of maintaining an oxygen content inside the tanks
not exceeding 5% throughout the C.O.W.;
3. They shall be equipped with a C.O.W. system pursuant to Rule 13B of Annex 1 to
the “International Convention 1973/1978 for the Prevention of Mineral Oil Pollution
caused by Ships” (MARPOL), built according to the standards approved by IMO Resolutions
A. 446 (XI) and A. 486 (XII);
4. Compliance of the C.O.W. system with international regulations shall be confirmed
by the “International Certificate for Oil Pollution Prevention (I.O.P.P.)” and the
relevant currently valid Supplement, issued by the Registry of Shipping of the flag
State;
5. The ship must also be in possession of the “C.O.W. Operations and Equipment Manual”,
duly approved by the Registry of Shipping of the flag State and drafted according
to the Standard Format adopted with Resolution IMO/MEPC3 (XII);
6. They shall obtain a “favourable opinion” after a technical inspection carried
out by a Technical Body certified by the Ministry of Infrastructure and Transportation
and an inspection by the Port Chemical Advisor.
- American Bureau of Shipping;
- Bureau Veritas;
- Rina S.p.A.
The Technical Body shall be chosen as stated in item m) of Annex 13;
7. A copy of the permits issued by the Ministry of Infrastructure and Transportation
to the Technical Body shall be filed with the Harbour Office - Multedo Branch;
8. C.O.W. operations shall be carried out by personnel qualified according to the
requirements provided for in Section 5 of IMO Resolution A. 446 (XI) (Attachment
12).
a) At least 24 hours before arrival,
the Masters of the ships that must carry out C.O.W. during discharge operations
at the Oil Terminal shall perform all checks provided for by the C.O.W. Operations
Manual and shall verify the full efficiency of the Inert Gas and C.O.W. systems.
b) After carrying out the above-mentioned checks with positive results, the Master
shall apply for an authorisation to carry out C.O.W. during discharge by sending
the message enclosed as Attachment 13 to the Harbour Office - Genoa/Multedo Branch
- either directly or through his Shipping Agent.
a) Upon arrival of the ship in Genoa, the Master shall submit
a statement (Attachment 12) to certify that:
1) Within a 24-hour period before arrival, all checks provided for by the ship’s
C.O.W. Operations Manual, drafted in compliance with the IMO Resolution, have been
performed with positive results;
2) The provisions of said Manual shall be complied with before, during and after
C.O.W. operations;
3) C.O.W. operations shall be carried out as stated in the discharge and washing
plans agreed with the Terminal Manager. Moreover, at least three persons in charge
of C.O.W. operations shall be listed, and their rank and qualification certificate
shall be indicated next to their names.
b) Before starting C.O.W. operations, the ship shall be inspected by a certified
Technical Body and by the Port Chemical Advisor.
1) The purpose of the inspection by representatives of a certified Technical Body,
necessary for the issue of a favourable opinion to carry out C.O.W. operations,
is to verify the efficiency of the inert gas system, of the C.O.W. pipings and the
calibration of the inert gas main analyzer, on the basis of a general check of the
system and of alarm devices, in so far as the operational requirements of the ship
allow, and on the basis of feasible, either real or simulated, tests and in compliance
with the requirements of these Regulations. The Technical Body shall also check
the following documents and certificates:
1. I.O.P.P. Certificate;
2. Inert Gas Manual;
3. C.O.W. Operating and Equipment Manual.
At the end of these activities, a “STATEMENT OF FITNESS FOR C.O.W. OPERATIONS” (Attachment
15) shall be filed with the Harbour Office - Multedo Branch. In particular, this
Statement shall express a formal “favourable” or “unfavourable” opinion regarding
the outcome of the inspection carried out and shall report any failure or anomaly
detected and, if necessary, any comments.
2) The purpose of the inspection by the Port Chemical Advisor, necessary for the
issue of a favourable opinion to carry out C.O.W. operations, is to verify the percentage
of oxygen and inert gas by volume in the line and in all the cargo tanks, including
slop tanks. Furthermore, the Port Chemical Advisor shall carry out a comparison
between his own oxygen analyzer and all portable oxygen analyzers of the ship and,
whenever possible, the fixed one. Should the difference between his own analyzer
and the portable analyzer of the ship be greater than 0.5% by volume, the Port Chemical
Advisor shall request the calibration of the ship’s instrument and check, as far
as possible, that said calibration is carried out. At the end of his activity, he
shall file an “INERT CONDITION CERTIFICATE FOR CRUDE OIL WASHING” (Attachment 16)
with the Harbour Office - Multedo Branch. In particular, this Certificate shall
express a formal “favourable” or “unfavourable” opinion regarding the outcome of
the inspection carried out and shall report any failure or anomaly detected and,
if necessary, any comments.
3) The surveys by the Technical Body and the Port Chemical Advisor shall be carried
out within 12 hours and 6 hours, respectively, before C.O.W. operations are due
to start. For business reasons and when the inspection would have to be carried
out during night-time hours, between 21:00 hours and 07:00 hours, the Harbour Office
staff at the Multedo Oil Terminal may allow the start of C.O.W. operations also
after 12/6 hours, but at all events before 07:00 hours on the day following the
inspections by the Technical Body and the Port Chemical Advisor, provided that no
failure of the inert gas system occurred in the meantime and the inert conditions
of the tanks remained unchanged. For the same reasons, under the same conditions
and after informing the staff at the Multedo Branch, C.O.W. operations may be suspended
for a maximum period of 24 hours.
The authorisation to carry out C.O.W. shall be granted (Attachment
14) by the Genoa Harbour Office – Multedo Branch, after having obtained the following
documents: 1. Request for authorisation to carry out C.O.W. signed by the Master
(Attachment 13); 2. Statement as per Attachment 12; 3. Favourable opinion expressed
by a certified Technical Body after a technical inspection as per “STATEMENT OF
FITNESS FOR C.O.W. OPERATIONS”; 4. Favourable opinion expressed by the Port Chemical
Advisor, following an inspection, as per “INERT CONDITION CERTIFICATE FOR CRUDE
OIL WASHING”; after having checked the validity of: • Cargo ship Safety Equipment
Certificate; • International Certificate for Oil Pollution Prevention (I.O.P.P.);
• Inert Gas and C.O.W. Operations Manuals. 5. The Master shall inform the local
branch of the Harbour Office and the Oil Terminal management company of the beginning
and the end of C.O.W. operations. The authorisation certificate shall be stamped
and signed by the Master for acknowledgement of receipt and returned to the local
Branch.
a) The Master shall immediately stop washing operations should
any doubts arise about the safety conditions of their execution.
In particular, operations shall be immediately suspended should the pressure of
the inert gas drop or its oxygen content rises above the allowed limits.
b) Washing operations shall be suspended if: - the inert gas production system is
not working properly;
- the oxygen content of the inert gas inside the tanks cannot be maintained within
5% by volume;
- the pressure of the inert gas inside the tanks cannot be maintained above 100
mm of water column above the atmospheric pressure;
- there are leaks on the washing line on deck or in the pump room;
- there is insufficient personnel in charge of operations.
c) At its own discretion, the Harbour Office may order a suspension of washing operations,
should system failures or a failure to observe safety rules be found during inspections
(see Article 24 item f).
d) It shall be possible to resume operations only after conditions are restored
as requested; otherwise, the authorisation to carry out washing operations will
be definitively revoked.
a) Companies that collect bilge waters, slud - ge, used oils
and pre-washing waters shall be authorized by the Harbour Office pur - suant to
Article 48 Navigation Code, appro - ved by Royal Decree no. 327 dated 30 Mar - ch
1942.
b) Unloading operations from moored ships to barges shall be authorised by the Harbour
Office - Multedo Branch - after checking that the following documentation has been
completed:
- Application submitted by the Shipmaster or ship's agent requesting the Harbour
Offi - ce for the authorisation to unload the abo - ve-mentioned products, indicating
the Company in charge of said operations (En - closure 17);
- Corresponding application to the Harbour Office by the Company in charge of collec
- ting the above-mentioned products (Enclo - sure 19);
- “Hazard-free” certificate issued by the Port Chemical Advisor, confirming that
the tanks where the products intended for unloading are stored are free from flammable
vapours and that the same products have a flash point over 60° C.
c) During said unloading operations, the barge shall be constantly assisted by a
harbour tug, which shall be duly authorised to carry out tugging services and capable
of tugging said barge away in case of emergency.
d) Barges that come alongside tankers to carry out the above-mentioned unloading
opera - tions shall be protected by a sufficient num - ber of suitable fenders.
e) While the barge is staying alongside the tanker, all fire-fighting equipment
on board the same barge shall be kept ready. The ho - se used for the above-mentioned
unloading operations shall be suitable for its intended purpose.
f) Unloading operations shall be carried out without interruptions of any kind,
during both night and day, weekdays and holidays.
g) While the barge is coming and staying alongside a tanker the following operations
shall not be under way:
• measurements and samplings of tanks containing products with a flash point below
61° C;
• loading of products with a flash point be - low 61° C;
• unloading of flammable products on ves - sels not equipped with inert gas system;
should the vessel be equipped with an inert gas system, unloading of flammable pro
- ducts may be authorised by the Harbour Of - fice - Multedo Brach upon submission
of a declaration signed by the Shipmaster, con - firming the inert condition of
the tanks and that the inert gas system is in full working or - der;
• crude oil washing of the tanks (C.O.W.). h) The Harbour Office staff shall be
immedia - tely informed of any failure of the hose used for unloading operations,
with consequent spill of products into the sea or onto the ship's deck.
i) The Harbour Office - Multedo Branch shall be informed of the times of beginning
and end of operations.
l) The Master of the tug assisting the barge during the above-mentioned unloading
ope - rations, the barge crew and the tanker shall constantly stay tuned to VHF
channel 10.
